Social Benefits Management

OBJECTIVE

The Social Benefits Management option is used to configure social benefits (hours, salary, provincial taxable insurance, federal taxable insurance, provincial and federal taxable benefits, qualification funds and training funds) by sector, trade code, years or level and annex, which are necessary to calculate the various contributions required by the CCQ, as well as by various parity committees.

To download the changes to fringe benefits from the CCQ, click the Update Social Benefits icon. For the procedure, refer to the appendix.

Enter a social benefit

  1. Enter the required information in the Default Filters / Values section :

This section can be used in two different ways. It can be used as a filter to display only transactions that have already been entered by clicking the Filter data according to the settings entered icon, or as a default value to facilitate data entry in the Detail section.

 

Fields followed by the * character are mandatory fields.

Fields followed by the ** characters are hidden fields. To display these fields, click the right mouse button in the grid and select the Configuration function.

Sector for which the fringe benefits are entered or are applicable.

NOTE: A drop-down menu is available for selecting the sector for which fringe benefits are requested or will be created.

Trade Code

Trade code to be displayed or to be applied to newly created transactions.

Years or Level

Years or Level to be displayed or applied to newly created transactions.

Annex

Annex to be displayed or applied to newly created transactions.

  1. Enter the required information in the Detail tab:

If the filter mode is used in the Default Filters / Values section, the grid only displays the transactions found. If there are new transactions, the default values entered are displayed in the grid so that the user can complete the missing information.

You can determine the number of lines required in the breakdown grid by clicking the Configuration icon.

NOTE: This code is from Define Trades option.

Description of the trade code.

CCQ Trade Code

Displays the value entered in the CCQ Trade Code field of the Define Trade option if the Use to update social benefits box is checked.

Years or Level*

Year or Level for which social benefits apply.

NOTE: This code is from Define Years or Level option.

Annex

Appendix for which the social benefits apply.

NOTE: This code is from Define Annex option.

Social Benefits - Hours

  • Employee
  • Employer

Hourly rate paid by the employee for his or her social benefits. Calculation = (Factor*no. of committee hours)

Hourly rate paid by the employer for the employee's social benefits.

Social Benefits - Salary**

For example, to specify 5%, enter 0.05.

Percentage of the gross earnings paid by the employee for his or her social benefits. Calculation = (Factor*committee salary)

Percentage of the gross earnings paid by the employer for the employee's social benefits.

Provincial Taxable Insurance

Hourly rate paid by the employee for the portion of insurance that is taxable at the provincial level.

Hourly rate paid by the employer for the portion of insurance that is taxable at the provincial level.

NOTE: The system calculates the amount of tax on insurance according to the amounts specified in this field. The calculated amount is included in the CCQ report.

Federal Taxable Insurance**

  • Employer

Hourly rate paid by the employer for the portion of insurance that is taxable at the federal level.

Taxable Benefits - provincial

Hourly rate representing the taxable benefit to be added to gross earnings for the purpose of calculating provincial income tax.

Taxable Benefits - federal

Hourly rate representing the taxable benefit to be added to gross earnings for the purpose of calculating federal income tax.

Qualification Fund

Hourly rate by employee for contribution to the CCQ qualification fund.

Hourly rate paid by the employer for contribution to the CCQ qualification fund.

Training Fund

  1. Click Save.
  2. Click the Print icon to access the list generator and print the entries, if necessary.

 

Downloading the updates to social benefits from the CCQ 

The Update Social Benefits icon lets you compare the social benefits entered in maestro* with the rates available on the CCQ site. You can then download the new rates and automatically update them in maestro*.

To use this function, you must ensure that the information entered in Social Benefits Management (sector, trade code, apprenticeship year and annex) correspond with information on the CCQ site.

This function does not create new data in maestro*. It only updates the existing rates.

Use of the annex is not mandatory in maestro*, but all of the rates published by the CCQ are linked to a specific annex. If the appendix is not mentioned in your data, the import program uses the annex that correspond with the general conditions applicable in each sector to determine the applicable rates.

 

If a payroll is being prepared, you must complete the payroll procedure before you update the Social benefits.

  1. Click the Update Social Benefits icon.

A table is displayed with information from the Social Benefits Management option in maestro*.

  1. Select the date for which social benefits should be imported.

This date is used as a filter and the system displays the rates in effect on this date on the CCQ site. For maestro*, as soon as the social benefits are updated, the new rates apply immediately.

It is therefore impossible to import rates for future use.

  1. Check or clear the Transmit column if applicable.

Only checked social benefits will be confirmed with the CCQ's web site.

  1. Click the Transmit icon.

An Internet connection is required to check the information with the CCQ.

 

A summary message is displayed indicating the number of files successfully transmitted and the number of files with errors. Click OK to close the dialog box.

  1. Confirm the CCQ section of the table and clear the Update column to reject the updating of a social benefit if necessary.

If the system finds a concordance between maestro* and the CCQ site, the system displays the values found on the CCQ site. The Return Code column indicates whether the concordance was successful or not and displays a message if there is an error. The Update column is automatically checked if the return code is successful.

  1. Click Apply to accept the update of social benefits.

A confirmation message is displayed on the screen. If you answer Yes, the update of social benefits is applied immediately and this cannot be undone.

  1. Click Quit to leave the update of social benefits screen.
